			<content:encoded><![CDATA[<p>Problems linked to prostitution could be solved by decriminalizing brothels, says a senior Greater Manchester Police officer.<br />

<p>Deputy Chief Constable Simon Byrne said academic evidence supports this model, with benefits for sex workers including improved access health to services and increased personal security.</p>
<p>&#8220;An approach like this would help to bridge the gap between  tackling neighbourhood nuisance and the exploitation of sex workers by  organised criminals and gangs.&#8221;</p>
<p>Mr Byrne added that policing prostitution needed effective  partnerships to support victimised individuals and communities with  appropriate legislation and enforcement resources in order for it to  work long term.</p>

<td><img alt="" align="right" />Recently launched report by  Harm Reduction International finds that over forty states apply some type of judicial corporal punishment for drug and alcohol offences.  The vast majority of these sentences are handed down in countries such as Malaysia, Singapore, Iran and Saudi Arabia.<strong>According to the report, such state-sanctioned violence is in clear violation of international law.</strong></td>

Outcomes of the meeting included a declaration about the &#8216;way forward&#8217; for the UPP (Police Pacifer Units), including a re-think about the so-called &#8216;war on drugs&#8217;.
